State outlines new training expectations for concealed carry permit holders in New York, but it doesn’t apply to most outside NYC 

 "There’s a written test, which an 80% or better is required, two hours of hands-on training where you must show proficiency in range safety, safe drawing, dry firing, and safe loading, among other standards"

 Only required in the city. For now..

    They should mandate that ALL NYPD officers undergo the exact same training and testing....on a YEARLY BASIS... in order to carry firearms. See how many fail.
